WE ARE GROWING, and are currently seeking an experienced DIVISION MANAGER to be part of our growth and succession planning. We are looking for strong talent, and because we operate in Alberta, Saskatchewan and the Northwest Territories, we are happy to consider our applicants talents in any one of those locations. Reporting directly to the Vice President of Operations, this position will provide ground level management and support on a wide variety of challenging projects.
 
RESPONSIBILITIES 
  
  • Oversee total divisional operations to ensure all areas of the division are performing in accordance to company expectations.
  • Work with Project Managers and Superintendents to determine and set project schedules.
  • Develop and implement new business strategies for creating or improving processes and procedures to improve corporate performance
  • Establish and implement departmental policies, goals, objectives and procedures, conferring with the President, V.P. of Finance, Safety, HR, Environmental and other departments.
  • Liaise with Project Managers, Area and Operations Managers, Safety, Human Resources, Site Staff and Quality Control on a variety of different issues.
  • Liaise with consultants, owners, customers, superintendents, sub-contractors and other project stakeholders regarding safety, project progress, scheduling, change orders and other issues.
  • Plan, organize and direct all crews in the construction of roads and paving projects.
  • Travel to worksites frequently to provide ground level support to Superintendents, Foremen, Crews and other employees, on a wide variety of issues and concerns.
  • Troubleshoot project concerns such as bad weather, scheduling conflicts, quality control issues, labour issues, contractor and/or client concerns and other unforeseeable matters.
  • Work with Project Managers and Superintendents to determine the efficient use of resources, materials and labour necessary to complete various construction projects in a timely manner.
  • Monitor and update project schedules.
  • Design and manage project budgets while ensuring that all resources necessary for project completion are used wisely.
  • Draft and/or review financial statements, sales and activity reports, and other performance data to measure productivity and goal achievement.
  • Track project costs against periodic targets, pre-set within the project budget, to ensure financial control of each phase of the job.
  • Track and evaluate the division’s performance, making changes and adjustments as required, and project final results.
  • Use spreadsheets and accounting software to budget and track revenue, determine expected margins, measure asphalt production, determine inventory requirements and control overheads.
  • Monitor financial performance to ensure the division is meeting or exceeding budgetary commitments.
  • Submit purchase order slips, invoices and expense reports to Accounting in a timely manner, to ensure all cost are accounted for, and can be allocated appropriately.
  • Negotiate lower pricing with suppliers, sub-contractors, agencies or other third party provider of resources, equipment or labour.
  • Ensure project legal documents are completed and signed
  • Create an environment conductive to effectiveness, and set priorities and deadlines.
  • Examine engineering reports to ensure quality control requirements are met, and apply appropriate corrective action when necessary.
  • Liaise with the Quality Control department to determine the project’s design criteria, life and minimum acceptable riding quality.
  • In conjunction with various departments, perform internal Quality Assurance audits to ensure project operations are compliant with corporate policies, practices and procedures.
  • Support continuous improvement initiatives by integrating quality control into the process.
  • Promote and advocate quality achievements and performance improvements across the company.
  • Foster a culture of continuous improvement, and work with the company’s CPI Manager on various continuous improvement initiatives.
  • Determine staffing requirements and interview, hire and/or train employees.
  • Liaise between the company, employees, and third party organizations and the Human Resource Department on a regular basis on a variety of Human Resource related matters.
  • Comply with relevant legislation regarding employee management, terminations and resignations.
  • Provide leadership and encourage an “Open Forum” atmosphere with Management and Supervisory Staff.
  • Handle all employee concerns; investigate concerns and questions ensuring all concerns are followed through from beginning to end.
  • Liaise with the Human Resource department on a variety of employee related issues, including employee development, recruitment, benefits, training, terminations, and investigations.
  • Delegate tasks and accountabilities.
  • Promote, execute and adhere to the company’s safety program, and encourage all employees, sub-contractors and consultants to adopt safety as a culture.
  • Work with Safety Department to investigate damage, incidents or near misses in the worksite, and ensure proper procedures are carried out according to the Company’s Safety Program.
  • Monitor the divisions fatigue management to ensure that compliance requirements are met.
  • Work in a safe, responsible manner to not intentionally or unintentionally injure oneself, or endanger the wellbeing of others.
  • Participate as a vital team member, and contribute towards the success of the organization, which may involve the provision of other technical and administrative support, as required.
  • Promote a team approach throughout the division and maintain dialogue with all employees to exchange information and gather ideas.
  • Collaborate with any project teams on other special initiatives, as required.
  • Must ensure a solid understanding of, and comply with the principles of the company’s Code of Ethics.
  • Must examine situations in light of the principles of the Code of Ethics. 
  • Other Division Management duties as required.
REQUIREMENTS/EXPERIENCE 
  
  • Minimum 10 years’ experience and proven track record in construction management within the road construction industry, complimented by 5 or more years in Estimating and Project Management, AND 3 to 5 years in Division Management.
  • Civil Engineering Technologist (CET) and/or Professional Engineer (P.Eng) designation preferred.
  • Knowledge of the various asphalt materials, mix parameters, compaction theory, quality assurance testing and relevant OHS and environmental regulations.
  • Must have a valid class 5 driver’s license.
  • Effective leadership skills, with a strong focus on operations and business processes.
  • Overtime as required.
  • Travel as required.
  • A portion of work is performed in an indoor setting and may include a combination of standing, sitting and walking. Sitting for extended periods of time is required.
  • A portion of work is performed in an outdoor setting, which could include inclement weather, heat and humidity, and exposure to dust, grease, fumes, odors, oil, asphalt and toxic and flammable substances.
  • The use of sunscreen, long sleeves and appropriate headgear is recommended.
  • Use of Personal Protection Equipment is required.
  • Must comply with the company’s drug and alcohol policy, including testing requirements.
  • Must comply with all company policies.
  • Manual dexterity requited to use computer and peripherals.
